Introduction

The city manager is responsible to the city council for proper administration overall activities of the city.  The city manager is appointed by and serves at the pleasure of the city council, which consists of the mayor and five council members elected for staggered, four-year terms.  There are 150 full-time employees, with a budget of $14 million.

Description

Duties include oversight of all operations including budgeting, finance, accounting, personnel management, public works, parks and recreation, police, fire plus interaction with several citizen volunteer boards.  The city’s form of government is a council-manager.

Qualifications

Minimum requirements:  Five years of management experience, preferably with town/city/county governments in the state of North Carolina. 

Four-year degree from accredited college or university, ideally in accounting, engineering (technical), legal, management or other qualified degree, a relevant Master’s degree preferred. 

Experience with budgeting, public works, planning, code enforcement, grants oversight, managing employees, economic development, and general oversight of local government operations required.
