Mayor Emery Doughtie

Mayor Emery Doughtie was elected in November 2009 and is currently serving his second term as Mayor of Roanoke Rapids.  Before beginning his term on the Roanoke Rapids City Council, he served 3 years on the Roanoke Rapids Sanitary District Board and 15 years on the Board of Education of the Roanoke Rapids Graded School District. 

 

Carol H. Cowen, District 2 Councilmember

Councilwoman Carol H. Cowen was elected November 8, 2011 to serve District 2.  She was sworn in on December 13, 2011.  Before beginning her term on City Council, Councilwoman Cowen worked for the School System for 44 years as a Teacher and Principal, and retired as an Assistant School Superintendent.

Councilman Ernest Bobbitt

Councilman Ernest Bobbitt was elected in 2003 and is currently serving his third term in office representing District One.  Before beginning his term on Council, he served the City of Roanoke Rapids Police Department for 31 years—retiring as Chief in 2002. 

Wayne Smith, District 2 Councilmember

Councilman Wayne Smith was elected in November 2013 and is currently serving his first term in office representing District Two.  Before beginning his term, Councilman Smith served on the Roanoke Rapids Recreation Advisory Committee.

Carl Ferebee, District 3 Councilmember

Mayor Pro Tem Ferebee was first elected to the City Council in 1999 and is currently serving his fourth term in office representing District Three.  Before beginning his term on Council, he served on the Roanoke Rapids Area Planning Board from 1989 to 1999. 

Suetta Scarbrough, District 1 Councilwoman

Councilwoman Suetta Scarbrough was elected in November 2009 and is currently serving her second term in office representing District One. Before beginning her term on Council, she served 18 years on the Halifax Community College Board of Trustees—serving two terms as Chairman.
