Updated Procedures to Minimize Threat of COVID-19

Planning Department hours limited 10 a.m. – 3 p.m., Monday - Friday

While the City's offices are currently closed to the public, the City of Roanoke Rapids Planning & Development Department will continue to perform permitting and inspection duties, as needed, with limited in-person contact. Department staff will be available Monday through Friday from 10:00 a.m. until 3:00 p.m. by appointment-only.     

Walk-ins WILL NOT be accepted. Walk-ins must schedule an appointment. Appointments will be scheduled every 30 minutes starting at 10:30 a.m. The last appointment will be 2:30 p.m. Upon arrival, please call the office to confirm your appointment time. Once confirmed, a staff member will meet with you at the permit office.   • Code Enforcement activities (Minimum Housing, Junk Vehicle, Zoning) are suspended except in cases involving life safety concerns. All complaints will be reviewed by staff to determine if a life safety concern exists, if not, the complaint will be tabled until activities are resumed.
  • The Planning & Development Department will accept new applications and inspection requests; however, priority will be given to emergency repair projects.
  • Contractors and developers should conduct business with the Department online or over the phone as much as possible to minimize in-person meetings with city staff.

Permit applications can be submitted by email, fax, or a general-purpose drop box located in foyer of City Hall. All documentation for the permit will also need to be submitted. This documentation will need to include all required construction plans, plot plans, lien agents and other drawings that would be associated with the permit. If unknown, permit fees will be processed by staff and the applicant will be contacted within 48-hours. Please do not enclose cash in the drop box.

In order to acheive the purposes of the Land Use Ordinance, all property within the planning jurisdiction of Roanoke Rapids is divided into zoning district classifications: residential, commercial, and industrial. Amendments (changes) to the Official Zoning Map are accomplished using legislative procedures described in the Land Use Ordinance. The Roanoke Rapids' Fair Housing Policy establishes a procedure for handling complaints concerning housing discrimination at the local level. If any citizen experiences discrimination in housing because of race, color, sex, relition, handicap, familial status, or national origin, they may contact the Director of Planning and Development at (252)533-2844. Any individual wishing TDD assistance may call 911 and indicate the need for TDD assistance, and the city will then arrange such assistance. Complaints will be reviewed and forwarded to the North Carolina Human Relations Commission in Raleigh (Phone: 919-807-4420; 866-324-7474; or Relay North Carolina TT# 800-735-2962) for further review and conciliation.
